Finally new client hopefully they got rid of that spaghetti code.
If you read the support article, it's not really a "new" client. It's the same base works we already have installed, they're essentially just freshening up the interface a bit.
In fact, you can already experience the new client a bit; if you log into LoL, close it and then open LoR fast enough, it'll load up with you already logged in.
In short, it'll still be a turd, just a slightly nicer smelling turd.

this idea is great but as we know riot it will still probably be working like shit and now it will affect all games at once
