This probably won't change your opinion, but
Ive taken a look at ziao's gameplay and his kit seems powerful and at the same time… slow
1. Each ability charge cooldown is 10 secs, only generating around 2 particals per strike. This is pretty long for a dps ability
2. Ziao will need 70 particles for a transformation. That's slightly higher than the average 60, but since it's a transformation it is an expensive energy cost which won't charge fast (High energy cost + small particles)
Because of the following, ziao will likely need a particle farm of some sort. This requires further investment into yet another anemo character for particles.
By using 2 slots of the team for anemo, you limit your reaction options.
In short, choosing xiao will probably require lots of investment into not just him, but another anemo character. It will suit gameplay which strays of reactions and more towards buffs provided by single characters.
But he does nice dmg 😀
