you unlocked them via completing the same mission in different ways
i don't know whether it is the same for the VR version though.
the gaurds are a lot nicer than other games they just say you cant pass but in other games they just shoot you

You can kill Caruso by dropping a propane tank down the chimney in the outdoor fireplace. I can't remember exactly, but you can also shoot down his plane with an old style cannon.

This is probably one of my favorite levels in the franchise, due to its size, many many ways to kill the targets, and general beauty. You can smother Caruso as a therapist, throw a propane tank down his fireplace, maybe grab the katana he keeps in his attic, shoot down his plane with a cannon, maybe do some PI work, perhaps be a plumber… always lots to do
I'm pretty sure that every guard in this video is Kenny from the walking dead til tale like the same voice actor.
