Windows scaling is your issue. Open the folder where the game is installed, navigate to the game's executable. Once you open properties on it, then go to the compatibility tab and click the "Change high DPI settings" Once there you check the box under "High dpi scaling override" and then set the option below to Application. Checking Program DIP doesn't hurt either.
