Maybe Talon Jungle is insane in higher elos but every single one of the Talon Jungles I've had in my Silver games whether they were on my team or not have done horribly. Like 10+ deaths with 1-3 kills max horrible.
To be fair to Riot on the whole Talon jungle thing, Talon did actually spend a decent amount of time being played as a jungler after his Assassin rework added the vaulting mechanic so letting him being played as a jungler is kinda cool. Zed on the other hand was definetly just Riot forcing popular champs to jungle because they have no idea how to fix jungles problems.

For Vex whenever you have Doom up and you cast an ability Doom will be consumed regardless if you hit an enemy champion or minions. If a champion dashes/blinks near you it will mark them for 6 seconds with Gloom. If you auto/hit a marked target it will consume Gloom and reduce cooldown of Doom by 25% and deal extra damage. You can also apply Gloom to both champions and minions with your E as well as deal the extra damage and reduce Doom's cooldown in the same manner (auto/hit with ability), however when Gloom is consumed on minions Doom's cooldown is only reduced by 10% per Gloom stack triggered. Due to this when the minions are grouped up and you have Doom up it is beneficial to use your E to apply proc Doom and apply Gloom to all minions, then press W or Q to trigger Gloom which will reduce the cooldown of Doom by 60% if you hit all 6 minions. If you also hit the enemy champion then you will reduce the cooldown by another 25% bringing the total reduction to 85%. This is a very good way to get 2 fears off in a short amount of time.
Another tip is unless you are in a hard matchup maxing E 2nd is beneficial because it increases the ability ratio the more ranks you have in it (40-60%)
Another tip is Vex's W range is 2 parts. The damage radius is 475 units, but the ability stops dashes 550 units around her
Another tip is if you have a movement item such as rocketbelt, prowler's claw, or galeforce you can use these while in the 2nd part of your ult to interrupt travelling to the target. Summoner spells are also able to be used as well as flash will also interrupt the traveling to the target.

I tried cosmic drive on her in a ranked game last night as a second item and it is much much better than going horizon, cosmic makes it feel like urf and everything felt better when I went in; got a quad on her too

I think arcane comet with scorch is the way to go on vex. Her early game damage is so low and that combo helps quite a bit.
She is adorable when running around.
