So yeah, definitely not the herald.
It makes a lot of sense if the Primarchs are essentially reality-bound warp entities. It would explain a lot about the things they are capable of and why they act in certain ways. It would also explain why they are so easily mutated, Vulkan evolved to look like a native of Nocturne within a few weeks of landing there, Sanguinius grew wings, Magnus turned red, Leman became a furry, and Corax has literally become a Daemon of Shadows able to shapeshift and travel through darkness. All of the Primarchs are able to influence the warp too, even Dorn canonically is so uptight he smothers warp powers around himself.

Regarding your theory about the primarchs as old warp gods being sealed within organic bodies, assuming that all the old gods mankind dreamed up before the big E showed up and took over do/did exist in the warp, perhaps each and every primarch was originally an old human god/deific symbol.
