The ilvl 168 with Crafter Mark 2 will probably be like the Uncanny gear in BfA, so maybe they'll sell well in a few weeks/months when people start to lvl up and gear a few alts. At least I hope so, because I'll definitely won't have the time or motivation to grind the Maw reputation in the first weeks of SL.

Stats for the cape is not that good. In fact it's usually one of the worse slots, so, since high rank legendary has high ilvl and higher stats, people will probably avoid capes, in order to get the most out of their legendary slots (unless they change it, of course)

I'm kind of worried that goblins on my realm will see the legendary crafting experience system like a lot of people view the profession levelling system. IE. People will sell stuff on AH for less then mat cost because they used it to level from Tailoring 10 to Tailoring 30. With legendries, there is the potential that someone will dominate the market with under cost rank 1's because they just see it as a stepping stone to rank 4's. I might have to adopt this mindset to compete, but I rather we all make profit along the way, it is more fun.

Today, WH has "Best Legendaries for All Specs in Shadowlands". So after lego settles down, someone will have a nice spreadsheet showing for each profession the number of Bis per slot. Although the TBD is whether, if best BrewM lego is Stormstout's Last Keg, will that be all shoulder or evenly split or ?
