Tbh I think it's faulty implementation. At least, going by EN skill description, it sounds like they wanted a stricter version of skill cd reset: use it during this one second or it's gone and old cd timer stays. So the gameplay would be plunge – get one E charge – dash to next target – plunge – repeat, with the idea that it removes the need to waste Q time by running.
What seems to happen instead is that for this one second E cd is set to 0, so it keeps instantly refilling charges at 0 seconds per charge. As the result, if you use E during this second (and get it instantly replenished), you can charge four times per plunge attack. Maybe five, even, not sure how long E animation is and if it's possible to spend another charge before infinite E ends.

His C0 damage output is underwhelming for a character with no synergy. I can't believe Mihoyo actually wanted us to get a character just because of the cool visuals. Having C6 and godly artifacts can make any 5* characters to go brr.
