Stormherold is a emperor class titan. The biggest class of titan. They are deployed by the collegia titanica in battles were their is nothing to loose. Every titan brings war on a apocalyptic level, but the emperor class are true gods of War. Regarded as blessed engines, the manifestation of the omnissiah, they are both weapons of mass destruction and temples to worship the God of the machine. With every shot they level an entire city block.
Can you imagine being a normal worker during all this? Like ya, keep going to work. Ignore the huge space battle happening and all the soldiers literally everywhere.
When his squadmate berate him about how he have changed since the promotion, it isn't some insult like "you are pushing your power around" but more about how he is trying too hard at imitaing his former master and not being himself, like he feel inadequate at his new position. So his bro basically tell him to cut that shit out and just be yourself.

There are more Titans in Helsreach but the animator didn’t have models for them at this point in the series. You see some more of them later on once he had acquired more models. The same reason you don’t see many of the 90 black templars that are in Helsreach. The animator was scrounging assets throughout the entire run.
They didn't get just one titan but 1/3 of the legio which is several titans of various sizes and roles. Titan legios and battlegroups don't have set sizes so I don't know how many there were.
