I believe the tremors are caused by the IO experimenting with golems similar to the caretakers. They know it can be done, and how is a volcano, as the Scientist said, the IO “gathering forces”? It is apparent that the daily bugle will probably be consumed by the volcano in the upcoming season, however the earthquakes could be alluding to something bigger
For 2:25 – 3:44, I have a theory, It's possible that the I.O. Are collecting the DNA of the monster for it to be reborn and fight the 7, but i'm still not sure why they are digging up the skeleton of the devourer.
