I always held back in my comments about your victor von doom comments to avoid spoilers…but now that you see what a glimpse of the transformation and I don't think it's considered spoilers anymore…you're 100% spot on. Viktor/Victor von Doom.
edit: the motivations might be different or what might happen in the future, but as far as inspiration goes, he's von doom + warhammer 40k techpriest. harley is inspired by joker, gollum from The Lord of the Rings, and Helena Bonham Carter.
Also regarding the sky scene. To successfully transmute his body, he needed the help of shimmer as a catalyst for his body to accept change. Now that he ran out of shimmer and unable to get more (blockade) he attempted to do it dry. When sky found him, he was about to turn to dust. Sky tried to save him, but what happened next was that the core used her as a catalyst instead, which allowed viktor to survive and had his right arm transform. So technically we can now say that Sky is now Viktor's right hand…literally.
keep in mind that its a disease that is killing Viktor, not the leg thing, he tested it on his leg because he always had it broken. He still needs to fix his disease. thats why he keeps going.

I feel like someone is going to either die a noble sacerfrice again for vive and jinx to make up well for jinx or one of the councilor cause i do think the black is doing to cause even today's ruckus. Singed told Viktor that he needed to use the shimmer with the hexcube because it needed to absorb it or else he would die. By trying to touch the hexcube again but without shimmer he was putting himself in danger because it had nothing but him to consume. When Sky ran in and hugged him, the cube used her organic matter to enhance him at the cost of turning her to dust.
This was not Jayce’s first time in Zaun. He had to go there to buy the materials he was holding while talking with Cait in episode 2 before his lab was broken into. He discusses it in passing before he discovers the door barricaded
