needed in order for the Devastator in order to compete. The Purpose of this video is to help you figure out one of the best formulas to get there.   7. Heyyy nice to see you coming over to outriders at the same time as me from the division. I feel like, from using the Fortress mod, that it's just overpowered as fuuuck! The best gun I've used it in combination with is The Anemoi, a gun with the Moaning Winds perk. It has an 8 second cooldown and hits anywhere from 700k to 5.4 million with my friend's Endless Mass damage debuff on enemies. The obvious combos with Fortress mod to me are Roaring Umbra's Kinetic Stomp mod, and The Anemoi's Moaning Winds. I empty the mag on The Anemoi and then swap weapons before it finishes reloading. Then swap back to it every 8 seconds just long enough for it to start the reload, then swap back to primary before it finishes reloading. These 2 mods have some kind of crazy damage scaling that other weapon mods like Lightning Whip don't, for some reason. I don't understand how the damage scaling works yet, but some perks hit way harder than others, even if the numbers on the perks are similar. That would make for a good video imho, how damage scales with various weapon perks.
