I gotta get back to playing Singed, I stopped playing him because it's easier to carry in mid lane on Vex but I miss playing Singed.
Please try this build, I call it utility singed, because it revolves around providing tankiness and CC rather than damage.
Core items – rylai + fimbulwinter + imperial mandate
This gives you survivability and utility. To fully utilise mandate, you need to run through them all, so more tanky approach is important. It also means you slow everyone, and they are less likely to focus you.
So next two items should be force of nature and deadman´s plate. Other tank items work too, but you want to be FAST. This is also why speed boots. Staying mobile keeps you out of enemy range (less damage taken in shorter engage), and allows you to hit more of them. To pair up with this, summoner´s spells must be ghost and cleanse.
This build fails into heavy CC teams. And you cant really change outcome if your team sucks. You cant play alone either. But the charm of singed is in prolonged teamfights, and here you are indomitable beast, which controls the flow of each battle.

I actually use this setup with Conqueror when I get matched up against Champs like Aatrox or bruisers in top lane that rely on extended fights. Its great.

So on topic of what Minish was saying about support roams. When the enemy support comes to your lane, the enemy adc is still farming. Yes your adc and support might get plates, but the enemy adc is still fine. The enemy adc sits at +-0 while your adc/support sit at +1. If YOU roam to the botlane the enemy top gets plates, but there is nobody farming in your lane in your stead. That means the enemy top sits at +1 and you sit at -1, unless you actually get value bot. There is much more risk of a huge gold swing when top roams. If top roams and fails they now sit at a significant negative. If support roams and fails they lose way less. And of course a support cares much less about gold and exp anyway, so that failure is mitigated even more.
If you were to look at a gold and ex graph for a failed top roam and a failed support roam, you'd see that the support roams stays much more even. Top lane roams have much more risk for pretty much the same reward. That is why support roaming is OP. Roaming should come with risks and losses in case of failure.
hey minish, what do you think about singed getting a mini rework that his HP goes down, but his old passive gets back in the game so basicly with his passive he has the same amount of HP but with that passive being brought back, he could still to the same build as now with no difference but it would open up posibility to go mana build, something like Lyandri mask
