Now Lux and Ezreal have an ultimate skin and two legendaries each, variant legendaries exist and I'm still taken away by the fact SG Zoe and Porcelain Lissandra aren't legendary. O_o
The old legendaries show wich champions aged the worse. Eventually they need to visually update them. I don't see how the Chogath skins are legendary tier or some others. You would never get them look at the modern legendaries.
