For everyone who's wondering, Tartaglia and Zhongli don't have a voiceline for when it rains, they do have "After the rain" ones tho;
Tartaglia: Ah, perfect weather for fishing! The sound of the rain scares them away, but once it stops, they're yours for the taking.
Zhongli: VioletgrassΒ is a plant that enjoys a moist environment and is best picked after it rains. If you should choose to pick any, be sure to store them appropriately.
The closest thing to "When it rains" for Zhongli, is "When it snows" where he says; We should look for a place to take shelter. I'll be fine, but we don't want you catching a cold.
Came from a Chinese Studio, yet people go for Hu Tao's 'I love Emilia'.
Childe and Zhongli:
If I had to give Zhongli and Childe a 'When it rains' voiceline (I'm aware they have 'After the rain' ones):

whenever it starts to rain in genshin i always switch to venti just to hear his legendary line. then i will look for a puddle (in like springvale/dawn winery area/ nantianmen) and legitimately jump on it a few times.
then i'd wait there for venti's "when it stopped raining" like a dumbass simp (i won't move until i hear it lol)
