Yep that’s how Octane and Wingman have always been in combo it’s very frustrating when your favorite gun is the Wingman and your favorite character is Octane but using them in combination puts you on hard mode.
This mode is definitely gonna be in arena for sure.
Only Jordan needs 400+ heavy ammo for a wing lol
Just fyi: the pistol recoil going wild/ higher with octane with stim is intentional (since he uses one hand to hold the gun instead of two). It actually applies to all characters but they basically never use one hand except octane. The effect actually was seen during the Pathfinder update bug when his arm would disconnect after grapple, he would use one hand with any pistol and the recoil was much like octanes when stimming.

Although in Halo your health bar regenerated after the shield got depleted. For example if you were alongside a grenade and you had not being "broken" you would survive that nade, but if you have being broken and you get a nade no matter if you have full HP you die from the nade , cause there is no more shield points.
