Winter's Approach/Fimbulwinter seems purpose built for Taric, who already builds a tear for mana, but then doesn't build it into any item. It'll make him unkillable so long as he has mana.
Perhaps a blitzcrank build with the tank tear item. He scales with mana so it could be ok.

Gotta say that that scaling percentage of increased slow based on health needs to be looked over, the scaling is so insignificant that at 9999hp it doesn't even get to 1% extra slow. Could very well not have that
