Theory about the cult leader – my theory is that you will have to unlock him similar to Jager. Maybe after some play in the game one of the traders will give you the option to begin to gain rep with him (possibly getting quest from him through this trader) After a certain amount of rep through questing to help the cult leader the cultist will no longer become Agro to you and you will be able to walk up and trade with him. Up until this point though they will act as a scav boss / all cultist do and attack on site
