The Man in Green Glasses and Coat is Eduardo Silva which is the father of Octavio Silva more known as Octane.
Eduardo Silva is the CEO of Silva Pharmaceuticals, He was the one who caused the attack in the Season 6 comics and the one who cause the infection on Olympus in S9 with the Big Ship (Icarus i think) and everything was to weaken the Syndicate's image so he can take over. Since the Syndicate is corrupted xd he had the power to stop the execution of Maggie and send her to the Apex Games maybe he bribed or did something to do it.
In conclusion Octane's dad is so Powerful and maybe this season he will get involved a lot.
