Err….there is one more legendary pants which is in the Troublesome Neighbor, same location. The girl you were supposed to kill (Forgot her name), she will "drop her pants" after she's down. That pant is kinda bugged thou, once reload for better mod slots, there is high chance that it won't turn back to legendary, encountered it on my current playthrough. Or maybe I'm just unlucky. lol
