Also 1.11 did weird things with boss fight drops. If you save and reload after defeating Oda, for example, the stats of the items are really bad and they don't randomize after the first initial reroll (they stay the same). Only way to stop this from happening is to redo the whole boss again…which sucks.

This is nothing new! The loot in all boxes has changed since the last patch and is now the one you are showing here. Almost everything is useless. The police helmet was very good before the patch to make the police uniform completely, but the loot is also gone and there is now something useless in it 🙁 CDPR fixed their bug but for the bad, unfortunately.
To get into Aaron's properly just before you delete the data evidence look at files in the computer , It reveals a cctv footage Aaron's crime ,this also Triggers convo with silverhand, From this point you have new option to blackmail Aaron were you are invited into his apartment.
In "Scrolls Before Swine", you can tell the cop that you want to see him in jail where he belongs, and he will aggro on you which will let you into the room to get the legendary.
