You can also get it from a box in Santo Domingo a couple of streets over from Almunecar and Juarez FT Point. The box is in the yard of a house right around the corner from the Cyberpsycho. The Anti-Personnel is near the same FT Point also, it's in a box right by a backyard pool.
Why just rare when a legendary is mission reward?

[Confirmed] This is a single-instance mob. Meaning you cannot leave the region and re-render it.

Any of the gang fights are single-instance. Example: the construction site on the street above the Pacifica beach below the Batty's Hotel.
I can find this blueprint from the vendor in V's apartment building where you get the Dying Night every time I start a new game and I have restarted quite a few times now (because I'm never happy with my V's appearance or something gets bugged like last time Johnny would say something every time I loaded a save and the subtitles wouldn't go away…) I think it's always there at the start, I have bought it so often.
