Level 1 with several stats over 16? Giving himself multiple magical items? He gave HIMSELF this? Now I can understand if you roll for stats: sometimes RNGesus just smiles upon a player now and then. This whole part just confuses me: at the tables I play at you either choose one of two stat blocks or roll the dice and hope for something great. If you don't like how we do it, tough shit. You're out… this is just weird to me; everyone needs to follow the same rules.
At the end of the day, a compulsive cheater is a compulsive cheater. Kick him out. That's the only way to make ANY progress.
