Are you sure we have to finish the main quest in either of the zones? The event hasn't started but I was able to pick up the dailies on and off that didn't do any main quests

Idk about Clockwork City yet but yes, they did change the Vvardenfell dailies to make it more accessible
CORRECTION – Seems eso now changed it so you DONT need to do the Vvardenfell main story line to do the dailies. Apologies for any confusion. Enjoy!
