Yoru with his ult can grab spike in the most impossible situations and get away safely, can bait raze ult, can be used to win u fights if u catch the opponent reloading, can clear a site, can set up teammates with vision for their ults or abilities, the only ult that can save you from spike explosion and soo much more now and in the future with dif interaction with new agents abilities.
Very funny, you compared some ults at their best scenarios and some at their worst scenarios.

Skye ult and raze ult needs to be switched imo. Skye ult can be countered pretty easy because enemies can expect it and shoot it out. Raze ult can only really be countered by running away which makes it so powerful. It can create so much space which makes it one of the best in the game

I guess it should be placed at A tier, when Yoru is in top of reyna its never possible.. And you cant compare Jett with reyna because reyna is designed to be a person, when she starts getting kills she can never stop, but Jett utility helps her to get a kill whereas reyna utility helps her after she gets a kill except blind

Skye ult is most of the time useless . IDK why it is in A tier it deserve to be in C tier. Yoru ult is way better than skye ult. Yoru ult can clear an area easily. I personally got killed many times with skye ult. It deserve to be C tier

In lower tiers like silver and even somewhat gold i would say tgat kayo ult is absolute trash … not the ult though the players dont have enough game sense the just pop the ult and die in the enemy lines so under normal conditions no teammate can revive them.

As an omen main i can say that you're correct because it really depends on how to use it because if you use it to just spawn into their spawn its super dumb but if you use it to plant on the other side of the map or if you're in a bad angle stuck and you quickly use it to rotate its good but like you said its never guaranteed value its a maybe this works if it works good if it doesn't too bad

Phoenix ult shouldn’t be that high imo, if you do get headshot without getting any kills nothing happens and you have a lot of vulnerability after you revive. And if you have any armour when you activate it you LOSE value which just sucks
I personally think Run it back should be S tier. It gives u so much free into wether or not you should rush a site. It gives u a huge edge in after plant and re-take scenarios and in a lot of situations, you can get 2 or more kills. I also think Reyna's ult is easily B or even A tier. If you have good aim, it's cracked.

Next game you are in ask someone if they know what the cypher ult is called.
