I don't know if this helps, but if your Genshin impact isn't opening at all, try opening task manager and closing it. For me, it sometimes runs even though I can't see it.
By the way, mine keeps saying they aren't verified. I tried to open the ZIP but it says it's corrupt. I used an app to repair them, and now I'm using a downloader with the direct link instead. I'm not sure if it'll work but you're interested, feel free! (Its really fast compared to the original launcher)

To people having this issue on 1.3 this is how I fixed mine
1. Open genshin impact directory and navigate to folder named genshinimpactgame folder
2. There should be a zip/rar file named 1.2.0_1.3.0 extract it directly there and allow all files to replace the old ones
3. Open the txt file named config.ini and edit the game_version=1.2.0 to game_version=1.3.0
4. Lastly delete the rar and GenshinImpact_1.3.0.zip_temp
