  1. You sure your fps counter is operating properly bro? VG Tech posted 11 minutes of FC4 running on the series s and it shows a locked 60fps and they tested the same areas you're showing here. I can't imagine the series X running it worse with it being the same resolution

  2. I think the fps count on Xbox One and Xbox Series X in this video has some errors, because on Xbox One it is not above 30 fps and the drops were counting as more fps. And on the Xbox Series X, I think it's more stable at 60 fps, just like on the Xbox Series S (Far Cry 4). And New Super Luckys Tale is at 120 fps on Xbox Series X and Xbox Series S with FPS Boost, not 60 fps.
