Honestly the godfather 2's game has thousands of safe houses The Corleone compound, New york safehouse,The Carmine compound, Floride safehouse, The Manganos compound, The Rosato Compound, Cuba safehouse, And More! So if it was in there it would win that catagory and also you dont have to pay!
You have to earn it by advancing to the next country or by killing the owner family of that safe house (aka. Compound)
