Legion is crazy good they had to put detail in every NPC because they all become playable Gta is good too but they didn't have to focus on NPC's like watchdog

I luv both games but i think it's pretty close Legion is the first game imo to seriously ask the question of is it better. So Rockstar it's time for GTA6.
