Shot on the rail lures the target while the 3 shots at the corner make the guards run towards me, the other 4 shots (2 for each guard) are to prevent them from coming down the stairs since everyone is panicking.
You can’t kill carl earlier than 14s with this amount of cutscene waiting, if somebody figures something out for him pls tell me huehueheuheuue.
