This Hitman 3 game guide video shows a solution to a potential bug / problem you may encounter in the Mendoza mission. The bug may prevent you from finishing the Eyes on Target mission story which is about using the sniper’s help to eliminate Tamara.
At the very end of this mission story you’ll be asked to eliminate Tamara’s bodyguards before the sniper can shoot her. The mission may be wrongly designated as failed here. If that happened reload the save from before giving the fire order. Approach Tamara and push her as soon as you’ve given the order to shoot. The mission story should now end as planned.

Important – SAVE YOUR GAME before ordering the sniper to fire (after you've dealt with Tamara's bodyguards). It will allow you to use the method from our video to retry without wasting any time.

After reloading several times and always failed, I took a picture of the target right as she got shot and then it said the story is completed… Not sure if it's pure coincidence or if it's really a fix but it worked for me.
