Edit : when u use cerebro u can contact or spy on anyone in the world or anyone on the map IO could be using it to pull loopers who know something they shouldnt
Theory: What if we go back to the chapter one map and everything is fine until IO mysteriously disappeared and left us on the map causing the loop to Break and us lead into save the world and because IO is not a thing the loopers (us) can talk
Or all that does happen except on the chapter 2 map that's why we run into a vault in save the world similar to the one on the chapter 2 map
I also think IO is kinda like the TVA from loki
