The offensive coordinator sends in the plays based on the level that the QB can make. Huge difference between plays called for Mahomes and plays called for Nick Foles. In other words game manager is determined by coaching staff.

Game manager isn't an insult its just a style of play. Tom Brady is a game manager and is the greatest QB of all time, however that is not how I would describe Ben's style play.
