This is where finding X is harder than math class.
I recommend doing vaults in the wilds or the northern shores of plenty. From my experience doing vaults in the wilds will always give you a krakens fall key, making it easier to stack. The northern shores of plenty gives me a crescent isle key almost 100% of the time. There are also ashen vaults, giving you about twice as much gold and rep, however the emissary quests given in the devils roar take you outside of the region, meaning it takes longer to stack emissary quests and vaults at the same time. The devils roar vaults are also quite glitchy from my experience, and it is always annoying to come out of the vault only to see your ship on fire after it was hit in the eruption. Therefore sanctuary, golden sands, galleons grave, and daggertooth are the best outposts to make vaults easier.

Throw all the chests just outside the vault door. Not the door that open when you put the key down, the other door right before the vaul. Only that will close after a time limit but not the top door so you have all the time in the world to carry the chest up…if you´re not attacked by players…. 🙂
