They are balanced to the teeth. This means rule-sets are set in place to create fair gameplay for everyone involved. Sometimes we do this “dynamically”. For example: Maybe a low ranked team would start with pistol only, then get a specter and light shield. After switching sides they maybe can full buy, etc, etc. This gives a sense of suspense to the video as the opposing team would slowly face an increasing challenge!

For example her stun lands on the roof of B main on split, would the enemies in B main still get stunned? So would her stun affect enemies below it in a certain radius and if so would you be able to updraft over it?
its not that broken in actual fight but all I'm certain is, oh its gonna be a good recon cus of the sprint, if neon sees you and your team on a site its gonna sprint like its running in the 90's.

People are so scared of movement it's insane. Neons kit is no more broken than Reyna. If a Reyna is better than you and challenge her not only do you die for free but you've provided negative value cause now she's back to full health if she wasn't before, or she can just dismiss. I absolutely hate when I have a perfect shot on a Reyna and one of my dipshit teammates peeks her and she dismisses right before I take the shot. I'll take slip-n-slide shotgun girl over an enemy Reyna anyday
I saw that her "Q" ability makes like a cylindrical wave. So let say I'm in sewers @Fracture B and I use is, will that affect player right above it?

I like her abilities a lot but I don’t think she’ll be used as much as Jett or Reyna
Her q can only be airborne for 5 seconds after firing before disappearing. Her wall is infinite untill the projectile for the wall which is a straight line lightening bolt hits a surface and can go over walls similar to a phoenix wall but weaker than a viper wall
