I feel like attack isn't that valuable on Hu Tao. With vape, I do 45k charged attack and 130k burst and she has only 1k attack. Really, HP is the build to go for her.
The only two things I have that Moga has is the following:
A Zhongli doing 50 dmg per hit
And a Favournis Spear at level 60
I got Zhongli an hour ago so this is perfect

Moga, i've tried running HP on Hu-Tao a lot, she seems to do slightly more with ATK instead, i believe i was skill rank 8 on all at the time so i'll check again with 10, but i think she gets more dmg with attack rather than hp

I dont realy want ot have 4 peice tenacy beacus it requires his pilllar to hit his opponent and I more so want his sheild witch does not have priorety for the pillar and I usally move away from the pillar since my main dps is gfanyu
The Tenacity is perfect to Zhongli, & other characters how focus on HP(expect Hu tao CWOF is still busted)
