Your Fuse teammate was 100% Saffa (South African). Quite a lot of people get the two accents confused (actually 3, NZ accents are also quite similar). I know this because I am South African living in Europe and people often get the accents mixed up. Also South Africa doesn't have it's own servers and the best servers ping wise are Belgium, London and Frankfurt. So it would make sense that you would run into a Saffa or two on your local servers.
