Elder Scrolls Universalis, or as I like to call it Tamriel and Skyrim in EU4! Today, I play in Skyrim itself and attempt to form nations such as Eastern Skyrim – confused yet? This is a really great total conversion mod that’s easily in the top 10 best mods in EU4! There’s so much flavour it’s insane, the map is amazing and the unit models are GORGEOUS! If you like being raciste you should try the Anbennar mod, you can purge races that you don't like with (almost) no bad repercussions !
And you can become a lich king which is pretty cool !
You could also play Imperium Universalis, it got updated to 1.3
