The club is part of the mission called second conflict. This is where you may or may not be able to acquire dum dums firearm depending on if you killed him earlier in your play through. Also the "secret" areas are there in case you decide to sneak out of the club verses leaving guns a blazing

And if you climb out of the window you can find a breach point on ledge on external of building.
