The only thing that gives this credence to me is Rose herself. She is the perfected version of Evelyn, so she has full control over the megamycyte. If there is Any in her, or around. She can make Mold Daddy any time she pleases. Even if its just an image, or a facsimile of what she thinks of him, there is the small possibility. Though my money is on, "You cant see who this is, its a mystery"

If you analyze it it kind of makes more sense that it's just a lazy placeholder because why would he still have some deterioration if all of him regenerated and why would he still be wearing the same clothes from years ago and Chris most likely would have found out if it if her father just shows up considering she's clearly under protection and watch
