Based on how the growth tooltip is worded I assume that growth is exponential: The more population you have, the faster you grow a new point. That's probably why the era stars have such high population requirements.
A nice feature would be that when you build a non-district building that has a scaling effect based on tiles claimed (which is like, all of them) it would tell you how much that would impact your current yields. For example, if you mouse over the Sawmill it tells you not only that it gives +2 industry for each woods and forest, but also how much that translates to for the city given its current tile coverage. Make it easier to see exactly how much benefit those improvements will give when built.
