maybe he is chained because its a bit earlier in the story? 🙂 or something like that 😀
gonna main a blood dk and choosing maldraxxus or revendreth for covenant 🙂 because of the looks 😀
The Jailer is chained up because he was locked up in the Maw by all the other covenant leaders, details on why are fuzzy (at least from what I know). There are a couple of theories which I really like which suggest that the Jailer isnt as evil as he seems and that he was chained unfairly and that his land was drained of anima which is reinforced by how The Maw looks, barren and broken, it clearly wasnt always like that. Its supported as well by some lore in the game like the mawsworn kyrian saying "The Banished One shall reclaim his rightful place" or a plaque you find, in Ardenweald I believe, that talks about a time when The Maw wasnt called "The Maw" and ofcourse Sylvanas helping him and saying that she wants us to be free and take finally take control of our own destinies. The shot we see of him here is probably before he had too much power to be able to break free of his chains and make them his weapons.

Why Jailer is a prisoner? Because in Shadowlands, blizz lie to players (what a shocking surprise) and all covenants are Bad Guys, where the Jailer is actually a Good Guy
Simple as that
Zovaal was bound to the Maw to be it's Jailer by the Eternal Ones for his treachery, still unknown what he did. Later on he broke his chains somehow, "forged his chains into a weapon" is what the Primus said. So this is showing him being jailed before the events of Shadowlands.
Nah the rest suck the best are the rivendred they are by far the best .

From my understanding "The Jailer" is actually the one being jailed. For what exact reason, we still don't know.
I can’t even tell you how much I loved this! It reminded me of the vanilla/bc cinematics! Ardenwealde just got some competition with Revendreth on my covenant! 😇😈
Why is the Jailer chained up? Well, why is Lucifer chained up in the 7th level of hell? Because he is the original prisoner.
Man i really want to know WHY tho.
