Eula and Xiao's release articles both had the same wording as miHoYo, described as "burst damage dealers". Take that for what you may, but personally, I do see the resemblance with their damage output ceilings, but there's a major difference.
Xiao has no stacking mechanic, meaning he deals huge damage immediately, similar to Hu Tao. Eula on the other hand, has a stacking mechanic with her burst, meaning she needs buildup towards that big nuke.

Imagine the physical damage on her burst after casting the burst of Xingqiu and charging the sword after cryo damage. We'd get shatter damage too and shatter DMG is supposed to be getting a buff in coming patches.😂

I'll maybe do a couple of 10 pulls to try my luck. I'm not in immediate need for a Phys DPS but I love her character design and personality so I'll see if get her within those pulls. Worst case scenario is I only get a couple of 4* but atleast I build up pity, other worse case is I get an off banner 5* but atleast that guarantees my next banner(I'll stop pulling immediately if that's the case). Seeing as those are the worst case scenarios I don't think I'm loosing too much here.
