Gauldur amulet might be OP, finally
You know, depending on how the proc for Fracture works you could probably keep a concentration spell focused on an enemy, while casting Fracture at them. Instead of Fracture then Frostbite/Glaciate, keep those on an enemy and repeatedly cast Fracture on them.
