Not having read the rest yet if there is, it seems pretty obvious to what's going on.
This is taking the meta approach, some person using hacks and the debug in a Sonic ROM to torture the characters inside of it for entertainment. Whether the characters in this specific ROM are somewhat sentient or not is up for debate.
This deserves to he an animation!

it seems like sonic was acting extremly unhinged and leaving such obvious context clues in the hope that his friends would either pick up on them in time or ran away as soon as he drew near.
