Honestly it's not just power creep. The shield weapons were just so bad in general. They're mostly stat sticks for the atk stat, which isn't even the best offensive stat.
Every non crit stat sticks (WGS I'm looking at you) will be obsolete once crit ones and weapons with workable effects (amos, homa) comes around. Mihoyo is very smart, hence they keep these crit weapons out of the community's reach on release, except skyward harp.
I got r5 homeless for less than 500 bucks…

Well, it's not really fair to compare them only in terms of damage, especially considering that Vortex is supposed to give you a neat shield strength buff, whereas Homa needs you to be low on health. Of course low health won't hurt anyone with (c6) Zhongli, but still, Homa's great power at least comes with a price.
