Well, to be honest, most dmg% users are supports who scales of that(Qiqi, Jean). Dps's gonna always use special cups for elemental/physical damage. In terms of hats gonna say most broken one is Crit Dmg. Elemental mastery is underretaed on supports tho. So that's great point we get in this video.

They really need to alter attack percent to be additive with other sources but still act on the full +attack value (i.e. base, weapon, feather, and any straight +attack substats).

Thank you for explaining this, I couldn't figure out why my Xinyan was doing more damage, then my Razor with her auto's, now I realize its because I have only attack% on razors goblet and I got Physical damage% one my Xinyan goblet. even though they're both provide the same % boost and my razor has 300 more attack they're damage is near the same and in some cases Xinyan out damages razor with her auto's. I feel much better now cuz I wasn't sure what I was building wrong.
I'm sure that's not how attack % works for other game. Danng, mistake!

I think the best way too look at it is attack % is best if you are a semi elemental / physical attacker, because elemental does nothing to physical if the hero is heavy physical and vice versa.
So mad I found this video so late because I took a break from Mtashed for a while. In less than a minute he explained how atk% vs eleemntal% works which is something that took me days to figure out by myself. Overrated or not, Mtashed knows his shit and how to explain it well.
