On The Final Smash direct presentation for Smash Bros Wii U and 3DS, Sakurai did said that he had lot of request for Final Fantasy characters to join Smash brothers. And since Cloud was the most requested, I guess Sephiroth was requested but didn't make in Smash Wii U and 3DS.
