He is definitely hiding a number of secrets from the player.

  1. If u think about it, duke is the only one here that had 100% benefits from all of this story
    When u sell things to him, then u buy other things its like that same money u got youre giving it back to him. Basically giving all the treasures to him for free
    So why wouldn't he help ethan out when he can get all the treasures without doing anything and ethan doing all the work?..

  2. Okay, my theory, which is based on the final scene with the Duke and how he beheaved there. Ethan's question, of who or what he is was meant as a simple question about him, but the Duke understood it in a different way, as what he thinks of himself.

    He helps Ethan, seemingly (from his dialogs after purchase) only for money, but he is always there for him, appearing after and before any real hardships, preparing him for the future. Yes, its game desing, but here is the fun part: at the end, he doesn't wait for compensation. The guy, who sells you back the weapon you just sold minutes ago for 30% more, acts for free and doesn't even mention about "pay me back later" or anything? Evenmore, its Ethan, who says he owns one, but instead of a confirmation the Duke just once again wants to be sure if he wants to go or not.
    He goes there, collects Ethan and brings him to his own end. Why? Cause Miranda dying there was beneficial for him. More valuable, than any money Ethan could bring. But also, he knew Ethan will die there. And thats why in the question, it really doesn't matter if he is monster or human in body. Of course he knows what he is. But for a dying man, if he says that he is just as powerful as Miranda or if he really is just a merchant, what would that help, if he himself can't provide anything more than "being a taxiservice"? What matters is Ethan, even if he was a monster, in heart was a human till the end, while the Duke couldn't decide it for himself as he brings someone to his own demise for an unknown profit.

    But Who really The Duke could be and what is the profit?
    It might be far fetched, but the owl in greek mythology (as well as in others) is the symbol of wisdom. And coincidentally there is an entity in that same mythology (well, more in a Hades way than the usual), who provides for coins and brings the dead to their end over a river (and Ethan came to realize that he IS dead while standing in a river). I'm not saying Duke=Charon, and we didn't really saw true supernatural in the RE world, but he can fulfill the same role as he does. He has no real power over the living, he cant interfere directly, but since he himself is not one of them, there is no reason to be attacked by anyone and no material weapons can hurt him.
    And what Miranda wanted to do is bring back a dead person, her daughter from the death. Maybe the fact that they avoided the Duke, annoyed him. Or just couldn't let it slip as it would be a bad example/out of the world's order.
    And the final also:
    The Duke, who is like a story teller in his speech doesnt say a final goodbye, even if he knew Ethan will die. Why? Cause he is the one who transports the dead. He might have some future buisness with Ethan, and if they meet again, then why is the need for it?This can answer the base question, the "how?" for theories that at the final cutscene it is Ethan who walks towards the car.

For me, the duke is powerful but simpky doesn't care for power nor to consume raw flesh and blood of humans, he is smart, he prefers the flavor of cooked meals and the richness, he knows he has time, he has power but prefers to act humble and help out the good guys, i hope that he wont ever turn a villain and remain as a helper/guide, perhaps hinting to be powerful but preferring to not be slaughtered.

  4. The Duke also picked up the "presumably" dead body of Ethan and took him to where Mother Miranda is located. Like he knew that he was still alive when everybody thought he's dead.

  5. Maybe like heinsburg in the end. The dukes plan was to get rid of the rest. Maybe the territory he owns is all of them combined but he needed someone else to do it, using Ethan as a pawn. To reference the defend money phrase. Maybe his job was to defend the village to make money or something?

  6. I always thought the duke was an oracle type, he knows everything but can't reveal the future sort of thing.

    But I am surprised you didn't show the clip at the end there when the Duke is taking you to miranda. Ethan asks The Duke what he is and he replies "Even I can't tell you that"

  7. Probably the same as mother miranda but more older he discovered the megamycete first before miranda that's why he's not afraid and that's probably why he has that voodoo looking cart he's even more ancient sorry for my English 😅

  8. i believe capcom make him just for game mechanics.. he has no backstory or explanation how can he teleport anywhere because capcom try to make player just ignore him.. but yeah im curious about his story tho..

  9. In the beginning when you start and go into the basement of that creepy building and a lycan smashes shit around upstairs, there is a stuffed owl with stuffed fox and deer head while you're walking down the basement stairs. Only noticed it when it scared Scary Game Squad here on youtube. Lol

  10. The duke also speaks in French at some points in the game, "trebien" is the word that he uses, witch translates to very good If my google transalte skills are up to the task 😛
