tbh I think its pretty obvious at this point that TES6 will be in Hammerfell. Whether its just Hammerfell or a combination of Hammerfell and High Rock is the question. Personally I am leaning towards it just being Hammerfell. Not only are all the teases pointing towards Hammerfell, but I think Bethesda would likely want to continue having a more focused experience that delves really deep into the lore and culture of one particular province. Also they are talking about using procedural generation a lot more heavily now and expanding the size of cities significantly so I feel doing two different provinces could be a bit too much. If they were as scaled down as past games, then it would probably be more doable, but I think they are looking to create a more realistic in scale experience with their games this generation.
The only reason I could see them wanting to do High Rock as well is so that the game would still have that traditional western European fantasy vibe in addition the more unique feel of Hammerfell. That being said, there is still much of Hammerfell that we have not seen and no doubt Bethesda will find ways to make it diverse and not super one note. So again, right now I am think it will just be Hammerfell
